An intense disturbance lifted across eastern Iowa and northwest Illinois during the late morning and early afternoon hours of the 28th. Peeks of sunshine during the morning fueled sufficient instability and shear for isolated severe thunderstorms that produced damaging wind gusts in Carroll and Stephenson Counties.
