Event narrative
Locally heavy rainfall was reported across York County. A local COOP observer in Hollis measured 4.19 from the 22-23rd. The torrential rainfall caused stream levels to rise on the Middle Branch of the Mousam River in Waterboro. The river washed out a 3 ft diameter culvert and large portion of Scooter Way road.
Wider weather episode
A warm front with moisture laden air moved into the area with dewpoints in the mid 60s to lower 70s. An upper level low slowly moved east through southern New England with a surface low and associated cold front. This supported rounds of convection across the region during the afternoon into the early evening. A sea breeze front stalled and converged with the warm frontal boundary resulting in a nearly stationary storm with heavy rainfall across southern Maine that produced reports of 4 to 11 inches in York County. Due to antecedent drought conditions, impacts were limited compared to how much rain fell.
