Event narrative
The highway department responded to address backed up drainage across multiple roads in the Augusta, Hallowell, and Manchester area on the morning of the 18th. Numerous local roads were flooded as ditches and storm drains were overwhelmed with 2 to 3 inches of rainfall. The heaviest rainfall was reported in Manchester with 2.97 inches which fell in 2 rounds of heavy rain the night before and again during the early morning hours of the 18th.
Wider weather episode
A convective cluster moved into the interior sections of central Maine on the evening of the 17th. Another round of moderate to heavy rain aligned over the Kennebec River from Skowhegan to Gardiner. A recent soaking rain event on October 14th had saturated the ground and reduced storage in area ditches and local reservoirs ahead of the storm events on the 17th and 18th. Also compounding the flooding was leaf debris which blocked drainage and culverts.
