Event narrative

Slow moving storms with intense rain rates moved over Parmer County dropping as much as one inch of rainfall in less than 20 minutes. The Friona Police Department reported that US Highway 60 in Friona was flooded. Additionally, portions of US Highway 60 outside of Friona had water over the roadway.

Wider weather episode

Upslope flow and weak surface convergence along a dryline near the Texas/New Mexico state line allowed for scattered thunderstorms to develop late in the afternoon into the evening on the third. Weak mid level winds and a moist atmosphere created a favorable environment for efficient rainfall producing storms. While the storms did produce some large hail and damaging wind gusts, the primary threat from the storms was the intense rainfall rates. Slow moving storms combined with the intense rates to create flash flooding in and around Friona (Parmer County) and Tulia (Swisher County).
