Cold temperatures and breezy winds combined to produce wind chill temperatures between 10 and 0 degrees during the night of the 15th and morning of the 16th.

Wider weather episode

A strong arctic cold front brought sub-freezing air to South Central Texas on the 14th. Isentropic flow over the cold air generated light freezing rain and freezing drizzle on the night of the 14th and early part of the 15th. The ice caused minor impacts. Winds combined with the cold air to produce very low wind chill temperatures from the 14th through the 17th.
