NCDOT Ferry Division boat captain reported a waterspout near the mouth of the Pamlico River.

Wider weather episode

A line of strong thunderstorms developed near the mouth of the Pamlico River and the Pamlico Sound and tracked eastwards through the early evening hours on July 19th. Some of the storms that developed within the line became strong in nature and produced a waterspout.
