A report from the 9-1-1 call center and broadcast media indicated that Ave Luis Munoz Rivera, heading toward Old San Juan, was flooded. According to the reports, cars were able to pass through, but with difficulty.
Wider weather episode
The interaction of Hurricane Kirk and another low pressure across the north Atlantic modulated the local weather pattern, pooling abundant moisture and promoting light winds in the region. Additionally, increasing instability due to the proximity of a mid to upper level trough favored deeper convection development each afternoon. This resulted in widespread showers and thunderstorms each day along Puerto Rico, with daily amounts ranging from 2 to 4 inches, and localized higher amounts. With an elevated flooding risk, several flood and landslide reports were received.
