An area of low pressure that moved off the coast early on Thursday, the 21st, retrograded back to the north and west across the Catskills and into the Twin Tiers Thursday night into early Friday, the 22nd. It tapped into moisture from both the Atlantic and off of Lake Ontario. Widespread rain showers spread from east to west as the low moved inland, and as colder air was drawn in from the northwest out of Canada, rain mixed with and changed over to snow especially late in the afternoon and evening on the 21st starting in the higher terrain and working down toward the valleys. Periods of snow continued overnight with some localized heavy banding across the western Catskills and Southern Tier where snowfall rates ranged from 1-3 inches per hour. As drier air moved in early on the 22nd, snow tapered off to some lingering rain and snow showers. With temperatures being marginally close to freezing during this event, the highest snowfall occurred in the higher terrain, especially above 1500 feet. Given the heavy, wet nature of the snow, there were scattered to widespread power outages with tree branches coming down due to the heavy load of the snow, especially across the southern Catskills.
