An area of low pressure that moved off the coast early on Thursday, the 21st, retrograded back to the north and west across the Poconos and into the Twin Tiers Thursday night into early Friday, the 22nd. It tapped into moisture from both the Atlantic and off of Lake Ontario. Widespread rain showers spread from east to west as the low moved inland, and as colder air was drawn in from the northwest out of Canada, rain mixed with and changed over to snow especially late in the afternoon and evening on the 21st starting in the higher terrain and working down toward the valleys. Periods of snow continued overnight with some localized heavy banding across portions of Northeast PA where snowfall rates ranged from 1-3 inches per hour. The heavy, wet nature of the snow given the marginal temperatures in place, led to some tree branch damage due to the weight of the snow which led to scattered to widespread power outages. As drier air moved in early on the 22nd, snow tapered off to some lingering rain and snow showers.
