An area of low pressure moved west of the Appalachians with cold air wedged in the Virginia between the Allegheny Mountains and Blue Ridge Mountains. This resulted in a mix of snow and sleet followed by freezing rain. Snow and sleet accumulations totaled a coating to an inch. Ice accumulations of a coating to locally two tenths were reported above one thousand feet in elevation.
