Event narrative

Flash flooding in northern Trumbull County. 12 to 18 inches of water completely covering Painesville Warren State Road between Leiby Osborne Road and Doty East Road from an overflowing creek. Berm and part of road washed out at Hoffman Norton Road near County Line Turnpike Road in Southington Township. Radar estimated 2 to 3 inches of rainfall in 2 to 3 hours, which equates to a 1 in 100 to 200 year annual recurrence interval.

Wider weather episode

Broad, quasi-zonal mid/upper level flow was present over the Great Lakes and Ohio Valley on April 25th, 2025, with surface low pressure slowly moving east across the southern Great Lakes. Northern Ohio was firmly entrenched in the warm sector of this system with a warm front just north of Lake Erie. Widespread rain showers with embedded thunderstorms developed across Northern Ohio during the afternoon hours as surface based CAPE values increased to 1000-2000 j/kg and a mid level shortwave approached the region with broad upper divergence. A seasonably warm and moist airmass with precipitable water values near 1.4 and surface dewpoint temperatures in the lower 60's allowed for efficient rainfall processes, and the combination of elevated rainfall rates over several hours led to isolated flash flooding in portions of Northeast Ohio.
