Elevated flat ice accumulations were generally 0.2 to 0.4 inches across the area with vehicle accidents being the main impact, yet there were some isolated to scattered power outages as well.

Developing and strengthening low pressure across the Great Lakes on December 28th moved across Ontario and Quebec provinces on December 29th. Mild, moist flow accompanying this system moved into cold, dense low level cold air entrenched across northern NY and VT.
Precipitation mainly fell as freezing rain during the evening hours of December 28th into the early morning hours of December 29th. This led to very hazardous driving conditions with numerous vehicle accidents as well as enough ice accretion on trees to cause some isolated power outages. Elevated flat ice accumulations across northern NY was generally 0.1 to 0.25 inches with amounts approaching 0.5 inches across the St. Lawrence valley as well as the deeper sheltered mountain valleys of western Essex county.
