Event narrative

Excessive heavy rainfall resulted in very high river readings for the Sabine River near Logansport, Louisiana. The river crested at 34.3 feet on the afternoon of October 31st, some 6 feet above flood stage. Some sixty homes reported flooding on the Louisiana side of the river in De Soto Parish. High water threatened to briefly close the Logansport Municipal water plant as well. On the Texas side of the river, from near Tatum to near Joaquin, Texas, some three dozen homes reported flooding as well. Considerable relocation of livestock were required on both sides of the river. Some dozen petroleum installations were cutoff and or flooded by high water upstream of Logansport, Louisiana as well. De Soto Parish was declared a Federal Disaster Area because of the storm damage caused by flash flooding, River flooding and other tornadoes during the month of October.
