National Weather Service office in Wakefield, Virginia, relayed a spotter report of a waterspout south of Nags Head moving west.

Wider weather episode

A stalled frontal boundary with very moist and unstable air lingered across the North Carolina coastal waters from July 29th to July 31st. Several waterspouts were reported along the Outer Banks.
