Event narrative
A 22-year old man drowned while attempting to cross a marked low-water bridge over Evansville Creek on OK Hwy 100 east of Stilwell. His compact pickup truck was swept off the road into the fast-moving stream, which had been flooded by up to 4 inches of rain earlier that morning upstream in Crawford and Washington Counties in Arkansas. The man's passenger managed to swim to safety, but the driver was carried downstream where his body was found several days later.

Summary of events for June 30 1999:A line of scattered thunderstorms first developed to the west of Tulsa around 300 AM CDT on the morning of June 30. This line of storms quickly filled in to become a solid line, or a nocturnal MCS, racing southeast toward east-central Oklahoma. Along the way, these storms produced several severe wind reports and torrential rainfall.Some of the heavier rainfall reports from the morning's rainfall include: Lyons...3.22", Jenks...2.74", Mannford...2.68", Dustin...3.11", and Hominy...2.75". These rains came on top of an already-wet spring and a wet June in which more than half of the days during the month experienced measurable rainfall.
