Following a bitterly cold arctic air mass that settled in across the Ark-La-Tex area during the previous several days, strong southerly winds in response to a strong pressure gradient over the Southern Plains and Lower Mississippi Valley during the late evening and overnight hours of January 9th-10th resulting in sustained winds of 15-20 mph with gusts to 30 mph over much of Northern Louisiana. A male and female ventured out onto Lake Bistineau in Southeast Bossier Parish during the late night hours for a fishing trip where the strong winds capsized their small boat. She was taken to a hospital and treated for hypothermia but did survive the accident.
