In the town of Cowen, Williams River Road was closed for a brief time due to high water.

Wider weather episode

A slow moving low pressure system featured afternoon showers and thunderstorms over the span of a few days. A low level jet parked over the Ohio River Valley along with this moist airmass was the primary focus for rainfall, which resulted in several instances of flash flooding in West Virginia. The most substantial flooding took place near the town of Hamlin in Lincoln County, where twenty-five homes were damaged and two were destroyed due to a washed out culvert.
