Strong winds developed behind a cold front sweeping through the area, while a short-wave trough passing through resulted in some snow developing. Over the southern James River Valley, the strong winds combined with falling snow and snow on the ground to produce blizzard conditions which lasted from the evening of January 4 until the morning of January 5.
