What the National Weather Service wrote
Rain changed to freezing rain and accumulated to a tenth of an inch or less, followed by 1/2 to 1 inch of sleet then snowfall accumulating 2-4 inches created hazardous driving conditions.
The wider storm
An arctic front slowly moved from northwest to southeast across northern NY during the late evening of February 17th and overnight hours of February 18th, bringing much colder air. Meanwhile, a weak surface wave was traveling northeast along this boundary. The combination allowed for light rain to change to freezing rain and eventually sleet and snow through the morning hours of February 18th.
Ice accumulations were generally around a tenth (0.10) of an inch with sleet/snowfall totals of 4 to 8 inches that created hazardous travel.
