What the National Weather Service wrote
A line of thunderstorms pushed off the coast and over the Laguna Madre and Coastal Waters the morning of May 24th. It is reasonable to assume that the coastal waters out 20 nautical miles between Port Mansfield and Baffin Bay experienced Marine Thunderstorm Wind Gusts due to the Texas Coastal Ocean Observing Network (TCOON) site at Rincon del San Jose (RSJT2), which is 1 mile from the coastal waters, began gusting over 34 knots at 9:54AM CDT and continued until 10:18AM CDT. The highest gust recorded was 39 knots.
The wider storm
A thunderstorm complex which had produced nearly a dozen instances of damaging wind, large hail, and flash flooding from Zapata through Hidalgo County finally pushed off land and over the Lower Texas Coastal Waters the morning of May 24th and brought several gusts over 34 knots as it did so. The highest gust was reported at Buoy 42020 of 43 mph.
