What the National Weather Service wrote

The Harlan County Highway Department reported that thunderstorm winds had blown down a tree onto KY-38 near Brookside.

The wider storm

Numerous showers and storms fired during the afternoon and evening of the 19th in the vicinity of a wavering frontal boundary over eastern Kentucky. High amounts of instability and ample shear favored splitting supercells. While there were many reports of dime to quarter-sized hail, two particularly intense storms produced up to egg-size hail near Jackson and Stanton.

Began near Brookside (36.8600, -83.2500).
