What the National Weather Service wrote

At least several inches of standing water occurred at the intersection of 3rd Street and Ute Avenue in downtown Grand Junction as a result of heavy rain from thunderstorms.

The wider storm

Ample monsoon moisture paired with the aided support aloft from a passing shortwave resulted in numerous showers and thunderstorms across western Colorado. Some storms produced heavy rain which led to a localized debris flows and flash flooding in portions of San Miguel and Mesa counties.
