Six inches of water was flowing over the road near the Braddock Metro.

An upper-level trough was overhead while a weak boundary was stalled nearby. Plenty of moisture around high pressure over the Atlantic led to the development of showers and thunderstorms. With slower storm motion, this led to instances of flooding and flash flooding.
