What the National Weather Service wrote

Water ran across Forest Service Road 520 near Colorado Highway 149 near the Hinsdale and Mineral County Line due to heavy rain from thunderstorms. Five feet of standing water on the road resulted from a blocked culvert, causing a vehicle to be trapped.

The wider storm

Plenty of residual monsoon moisture remained over southwest Colorado which resulted in another day of showers and thunderstorms across the region. Storms were slow moving and produced heavy rain. Localized flash flooding occurred in Hinsdale County.
