There was a surface trough across portions of West Texas. An upper level disturbance moved over the area. These features helped to produce lift. There was a lot of moisture and instability across West Texas. There was also a low-level jet stream that developed after sunset and helped bring in more moisture. These conditions resulted in thunderstorms that produced severe wind gusts, wind damage, hail, and flash flooding from the Permian Basin south to the Big Bend.
