What the National Weather Service wrote

A report of at least a foot of running water and debris over the road near the intersection of North Florida Ave and North Scenic Drive on the north side of Alamogordo.

The wider storm

Deep monsoon moisture moved back into southern New Mexico from the southeast. Light winds aloft kept storms moving slowly which allowed for heavy rain and flash flooding to occur in Grant and Otero counties.

Began near Boles (32.9431, -105.9533).
