What the National Weather Service wrote

Severe (D2) drought conditions deteriorated to extreme (D3) drought conditions over all of eastern Cherry county by the end of October. The cooperative observer at Valentine Lakes NWR reported 0.11 inches of precipitation in October. This was 1.52 inches below the normal of 1.63 inches. At the Valentine airport, 0.21 inches of precipitation fell in October. This was 1.21 inches below the normal of 1.42 inches.

Abnormally dry and warm conditions continued across western and north central Nebraska in October. Drought conditions deteriorated across all of western and north central Nebraska. With the exception of moderate (D1) drought conditions in most of Sheridan County, all of western and north central Nebraska had drought conditions ranging from severe (D2) to exceptional (D4) drought by the end of October.
