Event narrative

In addition to recent heavy rain, wind gusts as high as 43 mph resulted in tree damage and power outages in the area. An estimated 26,000 customers had lost electrical power resulting in some school and business closures. According to Multnomah County Sheriff's office, strong winds factored a floating home to break off it mooring from a Northeast Marine Drive marina along the Columbia River, eventually floating to Washington.
