Emergency managers reported that they had to close the bridge at road PR-620 crossing Rio Cibuco.

Wider weather episode

The islands were in between two areas of enhanced moisture. To the west, a cold front was approaching, and from the Leeward Islands, another patch of moisture was approaching. The available moisture combined with local effects to generate strong showers and thunderstorms that generated local flooding and mudslides.
