What the National Weather Service wrote

Several locations reported minimum temperatures between 27 and 31 degrees on February 15 and 16.

The wider storm

A cold and dry airmass settled in over central California behind the trough which brought strong winds to the area on February 14. With clear skies and decreasing winds, temperatures dropped below the freezing mark for several hours during the mornings of February 15 and 16 in the San Joaquin Valley. In addition, Interstate 5 and SR 58 were closed in the Tehachapi Mountains for a portion of the morning of February 15 due to black ice which resulted from light precipitation from the previous day freezing over on the roadway.
