Gusty winds combined with falling snow and snow on the ground to produce a blizzard.

Wider weather episode

Snow developed during the afternoon hours of February 22 while northerly winds increased in the wake of a surface low moving through. The strongest winds occurred over far south central North Dakota and into the southern James River Valley where a heavier band of snow developed. The result was a blizzard.
