What the National Weather Service wrote

Heavy rain estimated between 2 and 3 inches resulted in washouts on Curtis Hill Road, Andrews Road, Perkins Valley Road, and Cushman Road.

The wider storm

Scattered showers and thunderstorms with heavy rainfall developed of the Western Maine Mountains on the afternoon of the 18th. Moist air supported torrential rainfall rates between 2 to 3 inches an hour, all of which fell over saturated soils. Localized flash flooding resulted where storms trained over the same locations. A localized outflow wind gusts associated with one of the flash flood thunderstorms also downed some trees.
