Event narrative

Heavy rain in Valdez from an atmospheric river, caused Solomon Gulch to flood, closing Dayville Road in Valdez. This road is the access to the Solomon Gulch Dam and power plant and employees were not able to easily access the plant because the main road was flooded.

Wider weather episode

An active weather pattern in August 2023 kept conditions in the Copper River Basin near saturation. An atmospheric river moved into Prince William Sound August 26 and heavy rains elevated river levels, impacting access to Solomon Gulch Dam and limiting transportation along Richardson Highway.
