What EF0 means. On the Enhanced Fujita scale, EF0 is light damage: shingles and siding peeled, gutters torn, branches broken, consistent with estimated gusts of 65–85 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

NWS storm survey determined a tornado that touched down in Franklin County crossed into Hart County on the south side of Royston, and continued moving southeast through the western part of the county, essentially paralleling Highway 17. The tornado crossed into Elbert County just west of the highway. Damage remained limited to uprooted trees and large snapped limbs in Hart County.

The wider storm

A line of thunderstorms moved into northeast Georgia during the late afternoon. An embedded cell within this line produced a weak tornado that tracked across parts of three counties. Some isolated gusty winds were also reported.
