Beneficial rainfall from Tropical Storm Harold, which tracked through Kenedy County on August 22 and dropped between 1 and 3 inches of rainfall, was all dried up by the end of September. By the 26th, Severe (D2) Drought had covered all but the northwest sliver of the county, courtesy of 10-25% of rainfall in the wettest month of the year, and record to near-record searing heat.

The somewhat wet benefits from Tropical Storm Harold on August 22nd-23rd, 2023, were erased in Willacy and Kenedy County by the end of a record-hot September in these areas, when monthly rainfall averaged 10-25 percent of average for the wettest month on average of the calendar year. Severe (D2) conditions arrived on September 26th and continued into early October.
