Beneficial rainfall from Tropical Storm Harold, which tracked through Kenedy County on August 22 and dropped between 1 and 3 inches of rainfall, was all dried up by the end of September. By the 26th, Severe (D2) Drought had covered all of the barrier island, courtesy of 10-25% of rainfall in the wettest month of the year, and record to near-record searing heat.

The somewhat wet benefits from Tropical Storm Harold on August 22nd-23rd, 2023, were erased in Willacy and Kenedy County by the end of a record-hot September in these areas, when monthly rainfall averaged 10-25 percent of average for the wettest month on average of the calendar year. Severe (D2) conditions arrived on September 26th and continued into early October.
