What the National Weather Service wrote

D2 Severe Drought conditions were in place across the far western reaches of southern Itasca County throughout the month with no changes observed. Overall, rainfall for the month was within an inch of normal.

The wider storm

Drought conditions persisted across northeastern Minnesota during the month of October, but significant improvement was seen. All areas of D3 Extreme Drought were removed during the first week of the month with significant reductions in areas of D2 Severe Drought by the end of the month as well. Rainfall was near to slightly below normal for the month, but was enough along with lingering wet conditions from September to lead to the improvement in October.
