What the National Weather Service wrote

Up to three inches of rain fell in a short amount of time causing flash flooding. Several roads were flooded including Highway U just of Linn and County Road 731 near Cooper Hill.

The wider storm

A very unstable airmass with numerous sources of lift culminated in a line of training thunderstorms during the early morning hours of August 4th. This resulted in flash flooding and wind damage in portions of southeast Missouri.

Began near Cooper Hill (38.4070, -91.6490).
