Event narrative

Volk Field observers reported 2 inches of snowfall and 20 mph wind gusts at the automated weather observation station at Camp Douglas. Hazardous road conditions quickly developed on the morning of October 31st and resulted in a semi-trailer truck rolled over on both lanes of Interstate 90/94 East. The semi-trailer truck laid across the median and blocked one lane of Interstate 90/94 West. Westbound traffic opened to two lanes around 9:15 am CST while eastbound remained blocked through the afternoon.

Wider weather episode

A rapidly intensifying storm system traversed western Wisconsin late on October 30th through the morning hours of October 31st, providing multiple bands of snow. While overall accumulations were only 1 to 2 inches, the combination of increased snowfall rates with winds gusting over 40 mph resulted in travel conditions quickly deteriorating. As snow bands passed, visibilities quickly dropped below 1 mile and resulted in numerous automobile accidents. Above freezing ground temperatures resulted in elevated roadways becoming hazardous as melted snow froze into the early morning hours. Accidents on Interstates 90 and 94 resulted in closures near Tomah (Monroe County), Black River Falls (Jackson County), and Camp Douglas (Juneau County).
