Emergency Managers and the 911 Call Center reported that road PR-867, around km 0.4, was impassable due to flash flood waters near Sector Cuatro Cuerdas, Bo Sabana Seca, Toa Baja.

Wider weather episode

The combination of a surface trough over the eastern Caribbean and an

upper-level trough north and west of the region promoted wet and unstable conditions during the week of November 6-9. This produced showers and thunderstorms over the eastern and northern sections of Puerto Rico, including the San Juan Metro area. Urban and flash flooding was observed across these areas.
