Multiple instances of downed trees across Rockland County, NY, some with road closures, were reported by the Department of Highways. This included, in Local Standard Time, Orangeburg at 443 AM, New Square at 500 AM, Piermont at 522 AM, Montebello at 614 AM, Tappan at 621 AM, and 2 locations in Stony Point at 634 AM and 733 AM.

Wider weather episode

A strong area of low pressure moved north along the U.S. east coast and passed through the region during the morning of December 18, 2023. The pressure gradient tightened as the center of the storm approached, producing high winds over Southeastern New York during the morning hours.
