What the National Weather Service wrote

Southbound US Highway 101 was flooded just north of Blackie Road. The fast lane was reported flooded due to a clogged drain, and half a foot of water was reported on the road.

The wider storm

Scattered thunderstorms developed on March 6 and caused flooding in several areas. The most intense flooding occurred near Salinas and Prunedale, where a stationary thunderstorm developed around 12 Noon. This storm produced torrential rainfall with one observer in North Salinas reporting 1 of rain in 25 minutes.
