Event narrative

The 911 call center reported that three people were affected by a water surge in Charco El Hippie near Rio Blanco in Naguabo, PR. Emergency managers reported that the three people were rescued.

Wider weather episode

Increase in moisture, remnants of a cold front to our north and a nearby prefrontal surface trough approached the islands and sinked southward, creating favorable weather

conditions for unsettled weather and above normal moisture. These wet and unstable conditions promoted showery weather for the first half of that week. Flooding, Flash Flooding and Landslides were reported.
