What the National Weather Service wrote

A post on social media indicated flash flooding at Urb. Mayaguez Terrace. The post showed that all principal roads were impacted by flood waters.

The wider storm

A departing tropical wave left above normal moisture across the region. Additionally, an upper-level trough left favorable dynamics for the development of showers and thunderstorms. This strong activity led to urban and flash flooding along several municipalities in Puerto Rico.

Began near Mayaguez (18.2200, -67.1500).
