Emergency managers reported that Rio Lago went out of its banks, near road PR-184.
Wider weather episode
A vigorous tropical wave, the one that later became Tropical Cyclone Debby, moved near Puerto Rico by the end of July. This wave, along with other weaker trade wind disturbances, led to strong showers and thunderstorms, that resulted in flooding in San Juan, Aguada, Patillas, and Comerio.
