What the National Weather Service wrote

A mariner participating in a fishing tournament reported a waterspout that lasted just over 10 minutes about 30 miles offshore.

The wider storm

First, conditions were supportive of the development of waterspouts in the mid to late morning hours with plentiful low-level moisture and weak surface winds. A waterspout was reported off of Fripp Island. Then in the evening hours, strong thunderstorms across southeast Georgia moved across the Georgia coastline and into the Atlantic coastal waters. These thunderstorms produced several instances of strong wind gusts.
