Event narrative

Several days of training, heavy rainfall caused areal flooding in the Palatka city limits. By 9/15, flood water was over the road along Alabama Avenue. A home near the intersection of Highlawn Ave and 3rd Avenue experienced flood water impacts related to a blocked culvert not draining water. This home was located in a low-lying area per county Public Works.
