Event narrative
Emergency managers reported that PR-167 was completely flooded near the Campo Viejo business, with two cars stranded in the floodwaters. Two people were inside the vehicles. The road was impassable.
Wider weather episode
The proximity of an upper level trough, along with an area of enhanced moisture, very light winds and strong heating resulted in explosive convection developing over Puerto Rico. The thunderstorms produced very heavy rainfall, lightning, gusty winds, and even hail. Flooding and landslides were reported in several areas in Puerto Rico. Water surges along rivers were common, with some rivers even reaching flood stage.
