Event narrative

Emergency managers reported that flood waters from Rio Culebrina are affecting portions of Avenida Flamboyan, near Urb. El Culebrina, in San Sebastian. The avenue is partially impassable.

Wider weather episode

The proximity of an upper level trough, along with an area of enhanced moisture, very light winds and strong heating resulted in explosive convection developing over Puerto Rico. The thunderstorms produced very heavy rainfall, lightning, gusty winds, and even hail. Flooding and landslides were reported in several areas in Puerto Rico. Water surges along rivers were common, with some rivers even reaching flood stage.
