Event narrative

Flood waters from Rio Blanco were observed on Road PR-31 in sector La Pitina, Naguabo. The road was impassable. Two people were also trapped inside the river, sheltering over a rock. The individuals were rescued.

Wider weather episode

A prefrontal trough, an approaching tropical wave, and the remnants of Tropical Storm Oscar combined to generate showers and thunderstorms across the area. The diurnal heating and the available moisture from these features also contributed to the development of strong convection across the interior and western Puerto Rico each afternoon. In general, 2 to 3 inches of rainfall were registered each day. This led to urban flooding, as well as mudslides in several municipalities.
